The New Mexico Department of Public Safety (DPS) provides essential technology and law enforcement services across the state. As the FBI-designated Criminal Justice Information Services (CJIS) Systems Agency, DPS ensures secure access to mission-critical systems for federal, state, local, and tribal law enforcement agencies.
Joining the DPS IT Division means working on one of the most complex IT environments in New Mexico, including 50+ offices, statewide law enforcement systems, and critical infrastructure serving the New Mexico State Police (NMSP).
Why This Job Exists
The IT Application Developer III ensures that DPS’s in-house and vendor-supported applications remain operational 24/7/365. This role involves designing, developing, testing, and maintaining applications built with .NET Core, Angular, Oracle, and Microsoft SQL Server to support law enforcement operations across New Mexico.
Key Responsibilities

Lead the full software development lifecycle (SDLC): requirement analysis, design, coding, testing, and deployment.

Develop and maintain .NET Core, Angular, and full-stack solutions.

Design, build, and optimise Oracle and MS SQL databases.

Create and integrate SOAP/RESTful APIs for system interoperability.

Ensure application security and compliance with DPS/CJIS standards.

Mentor junior developers and review technical specifications.

Support Agile/Scrum development, backlog refinement, and release planning.

Participate in disaster recovery planning and risk management.

Provide documentation, technical reports, and training for users.
Ideal Candidate Profile

Technical Expertise: Strong in .NET Core, Angular, Oracle, MS SQL, RESTful APIs, Agile, MVC.

Analytical Skills: Requirement gathering, gap analysis, troubleshooting, and system optimisation.

Collaboration: Work with cross-functional teams, law enforcement partners, and federal agencies.

Leadership: Mentor junior developers, lead technical projects, and ensure standards are met.

Tools & Frameworks: SharePoint, Power Apps, Power Automate, Jira, DevOps tools.
Minimum Qualifications

Education & Experience:

Bachelor’s degree in Computer Science, MIS, IT, or Engineering and 4 years of software programming experience.

OR a combination of education/experience totaling 8 years.

Advanced degrees may substitute for experience (Master’s = 2 years, PhD = 0 years).
Employment Requirements

Must remain felony-free per CJIS Security Policy.

Valid driver’s license and current or obtainable Defensive Driving Certificate.
Working Conditions
